Ender pearl and wind charge uses

Due to the recent change of rules that allow tp killing, it would be better if ender pearls and wind charges were usable in each and every claim (unless it has no enter) so that tp killing at least it changes from being trapped and being unable to escape to having a fair chance of fighting back in case of being tp killed. The current ender pearl and wind charge use makes it so that no one can do it unless they have some sort of trust, so escaping tp trappers is impossible. Really hope you guys will look into it.
