Revert back the server to what it was before rotating shop

The only reason yall introduced rotating shop was to get more active player base but it literally did the opposite of what you all expected. Many people quit due to rotating shop and you all know you aren't EC to get average 300 players. Then you add this dumb fuel stuff lol. it's like you don't want people to play in your server. So just remove rotating shop and remove this fuel stuff honestly.
