Towny Additions

1:
In PvPmine, After sometime the blocks/items stop dropping when you break them when the chunk has a certain amount of items/blocks dropped on the ground. This is pretty annoying and the chunk fills up really fast when you're using enchants like BlastMining or Tunnel.
Im suggesting to either increase the limit of items a chunk can have or add wands in towny so we can get "Telekenesis" through tinker wands because there is no other way to get it so far.

2:
Allow Players in the Town to fly and Town Mayor or any member with access to settings can enable/disable fly through commands like /t toggle fly just like last season.

3:
There should be a guide on how Towny is working specially the war system. Im having issues in figuring out the commands first of all and then the command "/t redeem help" is not working. So basically a new player can never know how to start war or how to get the "tokens" to start war against other towns or nations.
