Suggestion #401

There is no reason for individual player to be able to claim millions of blocks as I believe is the case right now. For example all the map corners are claimed with 1000x1000 block claims by a single player. The richest player on the server has enough money to claim about 50% of the entire overworld map. the maximum limit could be increased with ranks but should still be capped at reasonable amount.
